[Siteselection] Most recent version of Online NASFiC voting release.

We should add "the North American Science Fiction Convention, also 
known as NASFiC," the first time we mention NASFiC.

And a brief paragraph explainign that the NASFiC takes place when the 
Worldcon is not in North America.
