[Siteselection] Most recent version of Online NASFiC voting release.

IMPORTANT:  I just realized this.  It would be very helpful in any
ensuing debates if we ran this by the NASFiC bid first.  Please send a
copy to  WarrenMBuff at gmail.com and ask him to look it over before we
send it out.
